The fleet opens up by station level
A vehicle is not unlocked by the experience of the person playing but by the level of the station where it is bought, so that opening a new station means starting from scratch there. A station levels up on the work that leaves its doors, so the fleet grows where the work already is and not off the overall score.
Every vehicle costs money to buy and costs again every time it goes out: there is a price per kilometre paid on the way there and on the way back, so sending the biggest vehicle to everything is never free even when there is room to spare at the station.

What makes a bigger vehicle better
Not its stats, but how many small ones it replaces. A heavy vehicle counts as two light ones when covering a call, and since a vehicle can only be in one place at a time, saving one is the real advantage. Carrying more people on board does not make the work go faster, and speed is capped by the class of street being driven along.
